ORGANIZATION CHARTS THROUGH THE YEARS
For the past 15 years, Jamestown’s org chart has stayed pretty consistent, up until the current year. This is the chart that was included in the notebook that the mayoral and town council candidates received at this month’s “Candidate Information Sessions” at Town Hall, titled “Organizational Chart, FY 25-26:”




The current “FY25-26” chart moves the assistant manager/town clerk position (Katie Weiner) to a position that makes her the only direct report to the Town Manager. The assistant manager/town clerk has a direct report, an “HR Analyst.”
The finance director, who used to be equal to the assistant town manager/town clerk, has moved down to the next reporting level (which used to consist of golf maintenance, golf pro shop, public services, planning and parks/rec). Several of you have asked if the town still has a grants manager. I asked about this at the candidate info session and was told that the grants manager now wears two hats – purchasing agent/grants manager. According to the chart, this position reports to a deputy finance director who reports to the finance director.
The directors’ level now consists of parks/rec director, finance director, planning director and public services director.
The golf maintenance superintendent is now under the parks/rec director, alongside head golf pro and a parks/rec superintendent. In other words, parks/rec director, golf pro shop and golf maintenance used to be on the same reporting level. Now, parks/rec director is above golf pro shop and golf maintenance.
UPDATE JULY 30 2025: A Jamestown resident did a side-by-side comparison of the “old” and “new” organization charts. Here’s the short version: the “OLD” staffing chart has 40 boxes with staff positions, and the “NEW” staffing chart has 49 (one box has two part-time positions). The new fiscal year 2025-26 staffing chart adds NINE new full-time positions and TWO new part-time positions, as follows:

TWO full-time positions were eliminated/renamed: Asst Golf Maint Superintendent and Groundskeeper I/II. This brings the Town of Jamestown employee count to: (a) 43 full-time positions on the books for this year with funding for 40 full-time positions in the FY 2025-2026 budget message; and (b) 36 full-time positions for last year (with funding for 35 full-time positions in the FY 2024-2025 budget message).

ORIGINAL POST: Last summer, a Jamestown resident submitted an FOIA request asking for a complete list of the annual salaries paid to the Town of Jametown’s employees. These are government employees, so this is public information.
According to the salary spreadsheet provided to the resident by the town clerk, there were 32 full time town employees in 2024. The total base salary amount paid to the 32 town employees in 2024 was $2,362,764. FICA taxes and benefits estimated at 25% brings the total salary + benefits paid to Town of Jamestown employees in 2024 to $2,953,455, which equals an average cost of $92,295 per employee:

At the May 27, 2025 Budget Public Hearing Part 1 (Part 2 was continued to June), the town manager proposed a higher salary expense amount (including benefits) for the fiscal year 2025-2026 of $4,795,974 “for 40 fulltime employees,” which equals an average cost of $119,900 per employee. This amount does not include part-time employees, he added.
The town’s Annual Comprehensive Financial Report for the fiscal year ended JUNE 30, 2025, states there were only 30 full time employees in 2024 (see Table 16 below):

The town’s population is only 3,700. The town manager’s $4.8 million salary budget eats up 53% of the town’s OPERATING BUDGET for the 2025-2026 fiscal year.*
Councilwoman Pamela Burgess said she couldn’t vote for the increase because she has yet to see any detailed salary figures for the town’s workforce.
*At the May 27th hearing, the town manager said his proposed salaries number ($4,795,974) is 26% of the total budget. Actually, it’s 53% of the town manager’s OPERATING budget, which is half of the town’s TOTAL budget.
Jamestown’s TOTAL annual budget of $20 million includes $10 million in payments, debt service and reserves to/for repairs and fixes at High Point Eastside WWTP, upgrades at Randleman Reservoir/PTRWA and future capital outlays. These have been accruing in separate funds since before this town manager was hired.
