Kudos again to Jamestown News’ Carol Brooks for providing this nice recap of the December Council meeting and swearing-in. One correction is in order: the Capital Asset Policy – proposing to raise the Town’s capital asset threshold from $5,000 to $10,000 – was removed from the “Consent Agenda” in “Old Business” and moved to “New Business.”
That’s because matters of “Policy” aren’t typically lumped into/voted on as part of the Consent Agenda (which is comprised of multiple minor resolutions). So Councilwoman Sarah Glanville made the motion to remove the Capital Asset Policy and place it under “New Business.”
“New Business” didn’t come up until AFTER the swearing-in, so it became an item of business for the new council. Councilman Jim Westmoreland asked if the Policy could be postponed for consideration until the January meeting, pending more information-gathering. Councilwoman Glanville made the motion to bring it up for consideration at the Jan. 20 2026 council meeting, to which all of the council members agreed.
Also on the new Council’s agenda: the selection of Councilwoman Pam Burgess as mayor pro tem, followed by the selection of council representatives to committee roles vacated by the outgoing council and mayor: Glanville to Planning Board, Burgess to Parks & Recreation Advisory Committee, Westmoreland to the High Point Metropolitan Planning Organization Transportation Advisory Committee, Dickenson to the Piedmont Triad Regional Council and Councilman Jim Gibson to the Guilford County School Board.

ORIGINAL POST DECEMBER 10, 2025 – The AGENDA for the December 16, 2025 Town Council meeting is below. The New Business portion of the meeting will begin with the Swearing-In of newly elected mayor and council members Susan Dickenson, Jim Gibson and Jim Westmoreland. The new council will preside over the remainder of the meeting.
