This is the fifth in a series of outtakes from ongoing discussions and meetings between Jamestown’s town council, staff and community partners re the town’s proposed 2026-27 budget. This post examines Water/Sewer expenditures proposed in the town manager’s 2026-27 budget, along with the 2025-26 expenditures of neighboring PTRWA partners and towns.
The chart below shows the Water and Sewer expenditures in Jamestown’s proposed 2026-27 budget, plus 2025-26 budgets for Archdale, Randleman, Trinity and Jamestown (actual).
Jamestown’s proposed budget for 2026-27 “Water/Sewer Salaries & Wages” is $1,275,100; for 2025-2026 the “actual” amount so far is $1,224,978.
By comparison, the 2025-26 “Water/Sewer Salaries & Wages” expenditure for Archdale is $791,420; Randleman is $504,513; and Trinity is $113,200.
On their 2025 annual Local Water Supply Plan report to the state, Jamestown reported a total of 3,115 meter connections; Archdale reported 5,113; Randleman reported 2,644. Jamestown reported the highest number of “irrigation” meters (259) – these are meters that don’t have to pay the sewer cost portion of the bill (shown as the calculated sewer amount on residential customers’ bills that is based on your water usage).
In other expense categories, Jamestown is the only town that budgets each year for Longevity Pay, Flex & PR Time, Retiree Health Expense; and the only town that contributes 5% to Employee 401K without requiring a match from the employee.
Jamestown is the only town that budgets annually in its Water & Sewer department for Food ($2,000), Marketing ($20,000), Communications ($50,000) Data Processing ($33,000), Construction ($35,000), unspecified “Repairs” ($45,000), Subscription Fees ($5,000), Dues & Subscriptions ($47,000); and Engineering Fees ($120,000).
For 2026-27, Jamestown is budgeting $70,000 for Water/Sewer “Service & Maintenance Contracts” AND $601,500 for “Other Contracted Services.”
The “Other Contracted Services” expense for Archdale is only $136,400; for Randleman $30,000; and for Trinity $188,120.
