Jamestown tries again with revised application for East Main Street sidewalk

UPDATE MARCH 22, 2025: The town submitted a revised application for the ARPA-funded sidewalk, dated March 7, 2025.

On page 185, the application says that the “guiding document” for this project is a town bicycle and pedestrian plan, adopted on May 16, 2023:

The decision to spend $2.3 million of the town’s American Rescue Plan Act (ARPA) funds for this 1/2 mile sidewalk (and 1/2 mile of sidewalks next to and across the street from the Food Lion parking lot) was approved by the town council at its February 21, 2023 town council meeting – three months before the bicycle/pedestrian plan was adopted.

The “FUNDING” chart in the bicycle/pedestrian plan says nothing about using ARPA funds to pay for sidewalks:

The name of the property owner (Guilford County Board of Education) isn’t filled in, even though it’s clearly stated on the county plat and project site maps:

Here’s the revised application, prepared by a company called Transystems, based in Raleigh. Transystems also prepared the first application that got denied.

When I wrote this Nov. 10th post, all I could find in the public records for this sidewalk project was the Pre-Construction Notification form. (The 401 permit application for this sidewalk runs 93 pages, and was prepared by a company called TranSystems. It may be viewed HERE.)

This [Pre-Construction Notification] application has errors:

1.OWNER INFORMATION IS MISLEADING: The applicant identifies applicant as “Owner” and says the name on the recorded deed is “n/a.” Applicant left the space for the deed book and page number blank.

The owner of the parcel (72.06 acres, 9 buildings) is the Guilford County Board of Education, deed book 002312, page 00632, plat number 102-92.

2.For the question, “IS PROJECT ASSOCIATED WITH RESPONSE/REPAIRS FROM IMPACT OF HURRICANE HELENE?” Nothing is checked here. The “NO” box should be checked. Hurricane Helene did not come close enough to Jamestown to have any impact.

3.NEAREST BODY OF WATER is WRONG

The Applicant’s response to the “Nearest Body of Water” question is wrong. The applicant states in TWO places in this application (“Initial Review” and “Surface Waters” sections) that the Nearest Body of Water is “High Point Lake.”

In reality, the nearest body of water is BULL RUN (WSIV-CA*) a key feeder to Deep River/Randleman Lake & Reservoir.

High Point Lake is 1.5 MILES to the west of this project. BULL RUN is 387 YARDS to the west of this project.

In addition, three perennial tributaries to BULL RUN are located: (1) 135 yards across the street from the west end of this project; and (2) 316 yards downhill toward the southwest; and (3) 540 yards downhill toward the south.

Jamestown’s floodplain maps have not been updated since 2008.

4.WATER CLASSIFICATION is WRONG

The water classification is WSIV-CA, which has been BULL RUN STREAM’s classification since March 31, 1999. High Point Lake’s classification is also WSIV-CA (not WSIV). High Point Lake is a drinking water reservoir for the City of High Point.
