PUBLIC COMMENTS NEEDED re: DR Horton/ Kinsley 401 application impacts to BULL RUN

PUBLIC NOTICE is hereby given that on April 08, 2026 DR HORTON INC applied to the NC Division of Water Resources (DWR) for a 401 certification, pursuant to Section 401 of the Federal Clean 
Water Act and Title 15A NCAC 02H .0500. The activity for which this certification is sought regards the KINSLEY Residential 
Subdivision
in Jamestown, NC and construction impacts on BULL RUN water supply stream and wetlands on the property. The entire tract, like all of Jamestown, is in the Randleman Water Supply Watershed, class CRITICAL.

Here are examples of 401 applications and Public Comments many of you wrote for the Harvey Road Development (Oakdale Forest) and the ARPA-funded sidewalk for Guilford County Schools.


PUBLIC COMMENTS regarding the application and project (below) must be received by DWR no later than 5 p.m. on JUNE 11, 2026. Written comments may be submitted online by filling out the Public Notice Comment Form here:

When going through the application, look for accuracy, too many spaces left blank, too many “not applicables,” make sure the Randleman Rules – especially with respect to BUFFER PROTECTIONS – are properly noted. Make sure BULL RUN is properly classified as a WSIV-CA drinking water supply stream (more on that HERE). Is Stormwater Management mentioned? Was it properly Public Noticed?
