Over the years, Oakdale Cotton Mill and village has been transferred to and among LLCs in New Jersey and Delaware: North Point Family Limited Partnership, 612 Oakdale LLC, and Creek Run LLC.
The registered address is 1317 Beach Avenue, Cape May, NJ, a property owned by Gus Andy (Antoniades), deceased brother of Katherine Antoniades Ragsdale, wife of William G. Ragsdale III, both also deceased.
Discussions about the deteriorating state of Oakdale Cotton Mill have taken place at Jamestown town council meetings since at least 2019:
The May 2019 town council meeting minutes state “staff had been communicating with the owners of the property about some zoning violations. He [then-town planner Matthew Johnson] said that there had been some crews working in the area last week. They had removed some rubbish and some cars had been towed. He stated that the owners of the property had been making an effort to prevent unauthorized people from entering the facility. He noted that staff had still been working with Guilford County to determine what the next steps would be to encourage compliance at that location. Council Members discussed the details of potential next steps to encourage compliance with Johnson.“
July 16, 2019 Town Council meeting. “Mayor Pro Tem Nixon stated that she believed the Town needed to begin the process to condemn the Oakdale Cotton Mill. Council Members discussed the issue with Cole. Mayor Pro Tem Nixon requested an update on the property at the August Town Council meeting.”
August 20, 2019 town council meeting. In his report, town manager Cole said “he had contacted the owner of the Oakdale Cotton Mill and was waiting for him to return his call.“
May 19, 2020 town council meeting. “Manager Report – Town Manager Cole stated that the owner of the Oakdale Cotton Mill had contacted him by email. He said that the grass had been mowed on the property, but he had not heard anything further from the owner.“
May 18, 2021 town council meeting. The interim town manager introduced Brandon Emory with Alliance Code Enforcement (ACE) to Council. Emory presented a snapshot of the current code enforcement challenges throughout Jamestown and the ETJ areas and said that he had found 289 total violations. He highlighted the numerous issues that he found at the Oakdale Mill. Council member Wolfe stated that she was shocked that there were so many violations.
March 21, 2023 town council meeting. Council member Wolfe brought up concerns about brush, debris and graffiti at Oakdale Mill. Town Planner Anna Hawryluk said town staff had nailed plywood to the windows of structures at Oakdale. Several times in the conversation, talk of the “owner” being notified (about the state of the mill) was raised. Hawryluk said that yes, the town was in contact with “the owner.” Wolfe said law enforcement advised to have the graffiti removed as it would attract more graffiti.

Up until September 2024 (when the Town of Jamestown updated its website) a “Walking History” page on the website promoted the Oakdale Cotton Mill, Church and School properties as landmarks open to the public for exploration and discovery, and included them on a historic markers map for visitors:

CURRENT OWNERS OF OAKDALE MILL PROPERTIES
- A 5.85-acre strip of the banks of Deep River from Dillon Road to Oakdale Mill is deeded (2021) to Oakdale Cotton Mills. This is the segment of Deep River labeled on the state maps as NC17-(3.3). Oakdale Cotton Mills owns the banks but not the river. Deep River is a WOTUS (Water of the United States) and a Water of the State of North Carolina. This 5.85 acre segment of Deep River is outlined in RED on the map below:

2) The pentagon-shaped parcel outlined in RED on the map below is listed in the Guilford County Property Records as “304 McClure Road,” owned by North Point Family Limited Partnership LLC. It’s a 19.93-acre tract (plus a few smaller tracts) bordered to the South by Deep River and the Jamestown Parkway, and bordered on the west by property owned by KRES LLC, on which Teknor Apex (the long white rectangular building) sits. KRES LLC is owned by the former owner of Viking Polymers (Viking Polymers is now Teknor Apex).

3) A parcel called “612 Near Oakdale Mill Rd., 33.51 Acres” is owned by 612 Oakdale LLC. This is the wooded area between UNIVAR CHEMICAL, HOOD CONTAINER, and McClure Road:


4) The biggest parcel in this group, the Oakdale Cotton Mill parcel, is 69.23 acres, and addressed in the county property records as “710 B Oakdale Mill Road.” This tract extends from Jamestown Parkway to Bales Chapel Road, and includes the Oakdale Dam. It’s owned by North Point Family Limited Partnership:

5) A 44.42-acre parcel with the legal description “Oakdale Cotton Mill” sits behind Jamestown Oaks, and is bordered on the north by Jamestown Parkway, and on the south by Harvey Road. The property address in the Guilford County property records is 612 R-1 Oakdale Mill Road. This parcel is owned by Creek Run LLC:
