HIGH POINT EASTSIDE WWTP Water Violations; NPDES permit expired since 2018

High Point Eastside Wastewater Treatment Plant’s address, and the address on its NCDEQ permits, is 5898 Riverdale Drive, Jamestown, 27282. It is owned and operated by the City of High Point, and receives wastewater from industrial dischargers in High Point, Jamestown and Greensboro, as well as groundwater and storm water runoff from at least four landfills, and at least a half dozen contaminated Superfund and Brownfield sites.

Eastside discharges to two outfalls: Deep River, upstream from Randleman Lake and Reservoir, and Richland Creek, an emergency outfall that flows into Deep River. In 2022, Eastside applied for a permit to increase its treatment capacity from 26 MGD (million gallons of water per day) to 32 MGD. The permit is still under review

The Town of Jamestown’s financial budgets allocates millions of taxpayer dollars to “expansions” at High Point Eastside WWTP and Randleman Reservoir (Piedmont Triad Regional Water Authority). The Town of Jamestown‘s population has been trending downward since 2019.


EASTSIDE WWTP WATER violations, fines, noncompliance

JULY 2025: Payment of civil penalty in the amount of $4,111.19, case number LV-2025-0151, Over the reporting period, the 2X weekly Ammonia concentration limit was exceeded by 333.6%. The 2X weekly Total Nitrogen, Ammonia concentration limit was exceeded by 56.3% on 2/8/2025 and 15.8% on 2/22/2025:

October 12, 2024: Eastside responds to a Notice of Violation (NOV-2024-LV-0807) it received in September 2024 for a violation that occurred in July 2024 for too much PHOSPHORUS:


SEPTEMBER 3, 2024 – Notice of Violation and Intent to Assess Civil Penalty (LV-2024-0748). Excessive phosphorus discharged into Deep River in June 2024; Phosphorus concentration is 222% over the limit.


SEPTEMBER 4, 2024 – Violation & Assessment of Civil Penalty (LV-2024-0283). Excessive phosphorus discharged into Deep River in May 2024; Phosphorus concentration is 92% over the limit. Fined $4,639. Paid Sept 19, 2024.


APRIL 30, 2024 – Notice of Violation and Assessment of Civil Penalty (LV-2024-0121). Excessive phosphorus discharged into Deep River in December 2023; Phosphorus concentration is 13% over the limit. Fined $1,830.


APRIL 4, 2024 – spill at Eastside, 2,448 gallons in ash lagoon. Cause: leaking seal/valve.

FEBRUARY 2, 2024 – spill at Eastside, 524 gallons of MLSS due to tanker overflow. MLSS (mixed liquor suspended solids) is the mixture of the chemical components from the wastewater and the microbial components from the activated sludge. Cause: tanker overflow. Both of these incidents are discussed on page 12 of Eastside’s annual wastewater report:


DECEMBER 18, 2023 – Notice of Violation and Assessment of Civil Penalty (LV-2024-0121). Excessive phosphorus discharged into Deep River in July 2023; Phosphorus concentration is 45% over the limit. Fined $1,478.88.


MAY, JULY, AUGUST, 2023: From the Winston Salem Regional Office, Division of Water Resources, too much PHOSPHOROUS in the water:


MAY, 2023: 1,4 Dioxane spiked at 1,000 ppb (parts per billion) at Eastside Wastewater Treatment Plant according to the NC Environmental Management Commission’s Water Quality Committee. The state and federal maximum health level for water supplies is .35 ppb. 1,4 Dioxane can’t be removed from water through traditional filtering methods. The Winston Salem Regional Office has collected weekly grab and composite samples at Eastside since June 2022. We shared results of the January 2023 semi-annual report HERE.


MAY 17, 2023 – The City of High Point received 1,4 Dioxane sample results of 681 ppb that were taken from Eastside WWTP on May 12th. The state’s sample result was later confirmed to be 1,000 ppb.

According to this report, City of High Point staff notified PTRWA/Randleman Lake Reservoir, which then notified its members (Jamestown, Randleman, Greensboro, High Point and Archdale). The public was not notified. An investigation for the source ensued but was not confirmed. FEBRUARY 2023: Alberdingk Boley received a Civil Penalty for spilling 16,000+ gallons of raw industrial wastewater into Bull Run and Eastside WWTP system. Alberdingk Boley, a German resin manufacturer located in Jamestown but addressed in Greensboro, falls under the legal authority of the City of High Point because its wastewater discharges to Eastside WWTP. NO Public Notice was given to residents and surrounding communities even though the wastewater contains hazardous forever chemicals, metals, and volatile organic compounds.
